The purpose of this paper is to describe the analysis meter & horn model. In implementing policies on conditions that occur in gender equality employment opportunities Lagoi tourist area Bintan, Indonesia. research method used descriptive qualitative and analyzed in-depth using triangulation techniques. results show communication carried out by stakeholders has not been maximally implemented, especially government entrepreneurs, being one factors have achieved. Size Objectives policy implementation unilaterally according company's only benefit, namely gain paying attention objectives itself, aims build working relations for all parties, including increasing job women. Then attitude implementers way thinking about benefits support implementation, with presence women workers assesses they met criteria basis. Likewise, employers consider most important thing because company it achievement profits, so strong influence from trade unions, NGOs, community leaders does a policies. characteristic agencies supporting shows more passive.
